How Does ADU Construction Work In Fremont, CA?

ADU construction in Fremont works in five stages: a feasibility visit, design, a separate city permit, the build and final inspections. The biggest variables are the type of unit, how far utilities have to travel and whether you use one of Fremont’s preapproved plans. At Construction Remodeling in Bay Area, one licensed in-house crew handles every stage.

What does ADU construction involve on a Fremont lot?

More planning than building at first. The ADU process begins by assessing what is actually possible to build on your lot. Then you will need to design your ADU and get it permitted.

Here’s how a typical project breaks down:

Stage

What happens

What drives the timing

Feasibility

Site visit for setbacks, utilities, panel size, sewer access and fire access

How quickly records and surveys are available

Design and plans

Floor plan, structural drawings and energy compliance

Custom design versus a preapproved plan

City permit

Plan check and corrections with Fremont

Complete submittals and correction rounds

Construction

Foundation, framing, utilities, finishes

Unit type, size and utility runs

Final

Inspections and sign-off

Inspection scheduling

People who ask “how long does ADU construction take” often only count the build itself. However, design and permitting can take as long as construction. That’s why the fastest projects are the ones that settle feasibility questions early.

Fremont adds one rule that trips up a lot of homeowners. The City’s ADU information page says an ADU needs its own permit, separate from any work on the main house. If you combine an ADU with a kitchen remodel or addition in one application, the City will reject it, and you’ll lose time splitting the plans.

Which accessory dwelling unit types fit Fremont homes?

Most commonly will be either detached, attached, garage conversion or junior unit. All will have different costs, levels of privacy and time frames.

The variety of housing in Fremont means that most houses in Centerville, Irvington & Niles are single story Ranch style homes from the 1950s-1970s. Often with a 2 car attached garage. While newer areas such as Warm Springs & Ardenwood will have smaller backyards. So often it really comes down to what you have on your lot rather than how much you have to spend.

Here’s the short version of each:

  • Detached ADU: a separate backyard cottage, with the most privacy and the most site work
  • Attached ADU: built onto the house, sharing a wall but with its own entrance
  • Garage conversion ADU: turns an existing garage into a legal unit
  • Junior ADU (JADU): a smaller unit carved out of space inside the main house

For a deeper comparison of size rules and lot types, our Castro Valley ADU guide walks through the same choices under county rules.

When does a garage conversion ADU make sense?

If the garage meets structural requirements and is located near existing plumbing, a garage conversion ADU will reuse the slab, wall and roof, which will usually be cheaper and quicker to build.

So, can a garage be converted into an ADU? In most Fremont homes, yes. Still, a few details decide whether it’s a good candidate:

Slab – many old garage slabs have no damp proofing so you may need a new damp proof membrane. Ceiling height and structure – some old garages will need renovation to meet standard habitable standards. Third, the distance to sewer and water lines. A garage that shares a wall with a bathroom is the easy case, while a garage on the far side of the lot is not.

Fremont also runs an ADU Amnesty Program for homeowners whose garage was converted years ago without permits. That can be a path to legalizing an existing unit instead of starting over. Our garage conversion service covers both new conversions and legalization.

What makes a detached ADU harder to build?

Mostly what happens underground. A detached ADU needs its own foundation and its own utility runs, and both depend on conditions you can’t see from the backyard.

Utility distance is the biggest cost swing. All utilities must be buried from either your main house or street. A long run can be quite expensive. Electrical panel upgrades may be needed as many older houses in Fremont will require you to upgrade your panel or have a new service to accommodate a second kitchen and HVAC.

Fremont is located on the Hayward Fault. Foundations and framing will be designed for seismic loads. That’s standard practice here, but it’s one more reason a detached unit takes more design work than a conversion.

There’s a faster route, though. The City’s preapproved ADU program offers detached plans that have already been reviewed, with an expedited plan review timeline and lower permitting costs. A preapproved plan won’t fit every lot, but it’s worth comparing before you commit to a custom design.

Frequently asked questions

1. What does building an ADU cost in Fremont?

The cost will depend on what sort of unit you want, its size and how much utility work will need to be performed. In general throughout the Bay Area we tend to see a range around $250,000 to $450,000 for a new build detached ADU and around $120,000 to $220,000 for a garage conversion. We can give you an itemised breakdown of plans, permits and city charges after a free onsite visit.

2. Detached build or garage conversion: which suits a typical lot?

Garage conversions will generally be more suitable to lots with a good quality garage that can be converted. Detached units will be more suitable to larger backyard lots where there is a desire for more privacy. There will also be less running utilities as they can be buried underground. If you need your garage space, then a detached unit won’t impact that.

3. How long does ADU construction take start to finish?

A detached unit will generally take between 8-14 months from initial visit to final inspection. A garage conversion will generally take less time to complete as the build can generally be completed in 6-12 weeks. If using a preapproved plan it can shorten the time taken to get permits.

4. Can an ADU house family now and be rented later?

Yes. You can use a standard ADU to live in whilst renting it out. You won’t need to live onsite with current law in California. The rental should be for longer than 30 days. Junior ADUs have different rules so please check these.

5. What utility work does a detached ADU need?

You will require sewer, water and electrical connections. If using gas appliances you will also require a gas connection. In Fremont this will generally mean you will need to connect to the current sewer and water lines. You will also need to look at your electrical panel. The biggest cost drivers will be long trenching, electrical panel upgrade and a separate meter.

6. Do I need extra parking for an ADU in Fremont?

Often, no. California law removes parking requirements for many ADUs, including when a garage is converted into an ADU. We’ll confirm what applies to your lot during the feasibility visit.

7. Can I build an ADU and a junior ADU on the same lot?

On most single-family lots, yes. California law allows a regular ADU and a junior ADU on the same property, which can make sense for multigenerational families or extra rental income.

8. Will an ADU raise my property taxes?

It adds to your assessment, but only for the value of the new unit. Your existing home isn’t reassessed as a whole because you built an ADU. The county assessor determines the exact amount once the unit is finished.
